Senate Resolution No. 646 commemorates the 40th anniversary of the Intercultural Development Research Association's (IDRA) Valued Youth Partnership (VYP), a program established in San Antonio in 1984. The VYP is a research-based initiative that recruits at-risk secondary students to serve as tutors for struggling elementary students, fostering a sense of contribution and appreciation for education among the older students. Over its four decades, the program has successfully kept 98 percent of its tutors in school, positively impacting approximately 750,000 children, families, and educators. Participants have experienced benefits such as improved attendance, reduced disciplinary issues, enhanced academic skills, and increased likelihood of pursuing postsecondary education.

The resolution highlights the program's international recognition and its operation across various U.S. states, Puerto Rico, Brazil, and England. It has received numerous accolades, including being named a Bright Spot in Hispanic Education by the White House in 2015. The Texas Senate expresses its high regard for the IDRA VYP and extends best wishes for its continued success in reducing dropout rates and providing valuable leadership experiences for students.
