House Concurrent Resolution No. 146 recognizes U.S. Army veteran Rickey Dudley Wittner for his extraordinary bravery and service during the Vietnam War, advocating for him to be awarded the Texas Legislative Medal of Honor. Wittner, a Houston native, enlisted in the U.S. Army in 1969 and served as a crew chief in the 242nd Assault Support Helicopter Company. On July 10, 1970, during a resupply mission, his helicopter was shot down, resulting in a crash that injured all on board. Despite the danger, Wittner entered the burning wreckage multiple times to rescue trapped individuals, ultimately saving 12 lives and sustaining severe burns in the process.

In recognition of his heroic actions, Wittner was previously awarded the Soldier's Medal, the Purple Heart, and the Air Medal. After completing his active-duty service in 1975, he continued his military career in the U.S. Army Reserve and the Texas Army National Guard, retiring honorably in 1987. The resolution, adopted unanimously by both the Texas House and Senate, calls for the governor to bestow the Texas Legislative Medal of Honor upon Wittner, acknowledging his selflessness and valor in service to his country.
