The Texas House of Representatives has passed a resolution congratulating Cynthia Bailey of Houston for receiving the 2025 Outstanding Texan Award from the Texas Legislative Black Caucus. A lifelong resident of the Settegast neighborhood, Ms. Bailey has dedicated her life to community service, inspired by her mother’s emphasis on civic responsibility. In 1996, she founded Sure Thing, now known as Impacting Houston, which serves as a nonprofit organization focused on enriching the lives of at-risk youth through various programs, including after-school activities, leadership training, and cultural outings.
In addition to her work with Impacting Houston, Ms. Bailey is an advocate for voting rights and actively encourages civic engagement among her peers. She also serves as a supervisor for the City of Houston, where she is recognized for her commitment to her staff and community. The resolution acknowledges her significant contributions to the welfare of Houston's vulnerable populations and expresses the Texas House of Representatives' high regard for her achievements and best wishes for her future endeavors.
