The resolution recognizes April 29, 2025, as Prison Entrepreneurship Program (PEP) Day at the State Capitol. Established in 2004, PEP is a nonprofit organization dedicated to transforming the lives of incarcerated individuals through a character development program and an entrepreneurship boot camp. Participants engage in a business plan competition and various classes, culminating in a formal graduation ceremony where they receive a Certificate in Entrepreneurship from Baylor University. The program has seen significant success, with nearly 10,000 participants and over 4,000 certificates awarded, leading to the establishment of more than 700 businesses and contributing to high employment rates and low recidivism among graduates.

PEP has garnered numerous accolades, including the Texas Governor's Award for Criminal Justice Volunteer Service and recognition as a Rising Star in the Fast Company/Monitor Group Social Capitalist Awards. The resolution highlights PEP's impactful mission over the past two decades in helping former inmates reintegrate as productive citizens, benefiting both individuals and communities. The House of Representatives extends a warm welcome to the visiting delegation in honor of this special day.
