Established as a horse-mounted search and recovery team in Galveston County, Texas EquuSearch was created in memory of Miller's daughter, Laura, who was tragically abducted and murdered in 1984. The organization has since evolved into a highly skilled search and recovery team that operates across nearly all 50 states and internationally, assisting families and law enforcement in locating missing persons. Under Miller's leadership, thousands of volunteers have contributed to over 2,800 cases, successfully reuniting more than 800 missing individuals with their families.

The resolution highlights the advanced technologies and methodologies employed by Texas EquuSearch, including side-scan sonar, ground-penetrating radar, and the use of drones and K-9 teams in their search efforts. It acknowledges the invaluable service the organization has provided to families facing the trauma of a missing loved one and the closure it has brought to numerous criminal cases.
