House Concurrent Resolution No. 128 commemorates the 50th anniversary of the Harris-Galveston Subsidence District (HGSD), which was established in 1975 by the Texas Legislature to address subsidence issues in Harris and Galveston Counties. The resolution highlights the district's critical role in managing groundwater withdrawals to prevent land subsidence, which poses risks of flooding and infrastructure damage, especially given the region's vulnerability to sea level rise and severe weather. Over the years, HGSD has expanded its service from 2.2 million to over 5.1 million residents, successfully implementing groundwater regulation, research, and conservation programs with the support of local agencies and officials.
The resolution expresses the Texas Legislature's appreciation for the contributions of HGSD in safeguarding the lives and properties of residents over the past five decades. It extends best wishes for the district's continued success in its mission and calls for an official copy of the resolution to be prepared as a token of high regard from the Texas House of Representatives and Senate. The resolution was adopted by both chambers of the legislature in April and May 2025, respectively.
