The bill, S.B. No. 2960, amends Section 41A.061(b) of the Texas Tax Code to update the continuing education requirements for individuals seeking to renew their agreement to serve as arbitrators in binding arbitration related to appraisal review board orders. The new requirements stipulate that, within the preceding two years, an arbitrator must complete at least eight hours of continuing education in arbitration and alternative dispute resolution procedures. This education must be offered by a university, college, real estate trade association, or legal association, or it must be part of a continuing legal education course approved by the state bar or the supreme court.
Additionally, the bill maintains the existing requirements for filing a renewal application and completing a revised training program on property tax law if the comptroller revises the program after the individual is registered. The changes are set to take effect on September 1, 2025.
