S.B. No. 2864 amends the Texas Electrical Safety and Licensing Act to clarify the regulations surrounding the installation of roofing materials that incorporate integrated photovoltaic technology. The bill specifies that roofing contractors are permitted to install such materials on buildings without needing to connect them to the building's electrical wiring system. This provision is included as a new insertion in Section 1305.003(a) of the Occupations Code, which now states that roofing contractors can perform this installation without being subject to the same electrical work regulations that apply to other types of electrical installations.

Additionally, the bill prohibits municipalities or regions from adopting or enforcing any ordinances or regulations that would restrict the installation of roofing materials containing integrated photovoltaic technology by roofing contractors, provided they do not connect the materials to the electrical system. This new regulation is added as Subsection (g) to Section 1305.201 of the Occupations Code. The bill is set to take effect on September 1, 2025.
