House Bill No. 5275 aims to enhance the safety of individuals with disabilities during emergencies at public postsecondary institutions in Texas. The bill amends Section 51.217(b) of the Education Code to require institutions to adopt a multihazard emergency operations plan that includes measures for ensuring equal access to safety for students, personnel, and guests with disabilities. This includes the development of an emergency plan accommodating various disabilities and providing access to emergency evacuation assistance devices. Additionally, the bill introduces Section 51.222, mandating that buildings with two or more floors install emergency evacuation assistance devices for individuals requiring mobility assistance.

Furthermore, the bill establishes a grant program under Sections 61.06643 and 61.06644 to support institutions in purchasing and installing these emergency evacuation devices and training personnel to operate them. The Texas Higher Education Coordinating Board is tasked with adopting rules to ensure the safety of individuals with disabilities during emergencies and will prioritize grant awards based on the need demonstrated by the number of students requiring assistance. The provisions of this act will take effect starting with the 2026-2027 academic year, with rules to be adopted by May 1, 2026.
