The bill amends the Transportation Code regarding the expiration dates of certain driver's licenses in Texas. The new expiration period is set to the first birthday of the license holder occurring after the 10th anniversary of the application date, replacing the previous 8th anniversary. For non-citizens, the expiration will be the earlier of the first birthday after the 10th anniversary of the application or the expiration date of their lawful presence in the U.S.

Additionally, the bill outlines that renewed driver's licenses will also follow the new 10-year expiration rule for citizens and legal residents, while non-citizens will have their licenses expire based on their authorized stay in the U.S. or one year after issuance if no definite expiration date exists. The changes will apply to licenses issued on or after the effective date of the Act, which is set for September 1, 2025, while licenses issued before this date will continue to be governed by the previous law.
