The bill proposes the designation of a segment of U.S. Highway 281 in Hidalgo County as the "U.S. Border Patrol Agent Jose Rodriguez-Lua Memorial Highway." This designation will apply to the portion of the highway located between its intersections with Farm-to-Market Road 493 and Farm-to-Market Road 88. The bill includes provisions for the Texas Department of Transportation to design and construct markers that indicate this designation, as well as to erect a marker at each end of the highway and at appropriate intermediate locations.

Additionally, the bill includes a provision that the newly added section will be renumbered to avoid any conflicts with existing designations. The act is set to take effect on September 1, 2025.
