S.B. No. 2733 amends the Insurance Code by adding Section 1579.1551, which allows certain participating entities that discontinued their participation in the uniform group coverage program for active school employees on September 1, 2022, to rejoin the program. These entities can elect to participate again before the fifth anniversary of their discontinuation, provided they notify the trustee by December 31, 2025, and meet any additional requirements set by the trustee. The bill also stipulates that a risk stabilization fee will be imposed on the premiums of these entities starting from the plan year beginning September 1, 2026.

Furthermore, once a participating entity elects to rejoin the program, it cannot discontinue its participation until September 1, 2031. The trustee is granted the authority to establish further requirements and deadlines for participation. This section will expire on September 1, 2031, and the act is set to take effect on September 1, 2025.
