Senate Bill No. 2683 introduces new regulations concerning student organizations at public institutions of higher education in Texas, specifically regarding financial support from foreign adversaries. The bill defines "foreign adversary" as a country identified by the U.S. director of national intelligence as a national security risk or designated by the Texas governor. Under the new Section 51.93151, student organizations are prohibited from accepting gifts or entering contracts for financial support with foreign adversaries or their agents. However, the bill clarifies that organizations can still accept member dues or fees.
Additionally, the bill mandates that each student organization must annually certify compliance with these prohibitions to their institution. Institutions of higher education are also restricted from providing any benefits to organizations that violate these rules, and they must terminate the recognition or registration of any organization found in violation. The provisions of this act will take effect starting with the 2025-2026 academic year, and it will become effective immediately if it receives a two-thirds vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
