The bill amends existing regulations regarding the construction and alteration of residential and commercial buildings in Texas. It clarifies that certain programs and requirements are exempt from these regulations, including those related to state or federal funding, windstorm and hail insurance eligibility, and outdoor lighting regulations adopted by certified Dark Sky Communities. Additionally, it specifies exemptions for buildings of historical, cultural, or architectural significance, as well as those designated under various landmark programs. Notably, the bill introduces new provisions that allow for energy codes and conservation standards to be established by the State Energy Conservation Office, including high-performance building standards.

Furthermore, the bill outlines the process for adopting and amending energy codes, requiring the State Energy Conservation Office to conduct analyses on the impact of any proposed changes on housing affordability and construction costs. It mandates that any amendments to the energy efficiency chapter of the International Residential Code must not occur more frequently than every six years and establishes a procedure for stakeholder input on energy code considerations. The bill is set to take effect on September 1, 2025.
