H.B. No. 5093 amends Section 552.11765 of the Government Code to modify the confidentiality provisions regarding certain contact information of notaries public maintained by the secretary of state. Specifically, it adds a new Subsection (c-1) which allows the secretary of state to disclose the home address, home telephone number, or electronic mail address of a notary public appointed under Subchapter A, Chapter 406. This change is made in conjunction with the existing confidentiality protections outlined in Subsection (b), which continues to protect the personal information of license applicants and holders.

The bill is set to take effect immediately if it receives a two-thirds majority vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025. The passage of this bill reflects a legislative intent to balance the need for public access to notary contact information with the privacy rights of individuals holding such positions.
