Senate Bill No. 2540 amends Section 13.231 of the Education Code to establish new requirements for agreements involving minor boundary adjustments between contiguous school districts. Specifically, it introduces two new subsections (c) and (d) that mandate any agreement executed on or after January 1, 2025, to include terms regarding any ongoing restrictions, covenants, or contracts related to the real property being transferred, as well as a brief explanation of the rights and responsibilities of each school district concerning those terms.

Additionally, for agreements executed between January 1, 2025, and the effective date of the Act, the terms described in subsection (c)(1) will take effect as of January 1, 2025, or another date agreed upon by the parties involved. The Act is set to take effect on September 1, 2025.
