The bill establishes the Governor's Task Force on the Governance of Early Childhood Education and Care in Texas, as outlined in the newly added Chapter 455 of the Government Code. The governor will appoint the chair and members of the task force, which will not be subject to the size, composition, or duration restrictions of Chapter 2110.

The task force is tasked with examining the challenges in early childhood education governance, conducting a comprehensive review of existing functions related to early childhood education, and considering methods for redesigning program administration to enhance efficiency and service delivery. It is required to align goals and metrics among relevant agencies and submit periodic progress reports. By December 1, 2026, the task force must provide policy and budget recommendations to the legislature aimed at improving governance, participant engagement, operational efficiency, and child care capacity. The task force will be dissolved, and the chapter will expire on September 1, 2027.
