S.B. No. 2515 is a legislative act that designates a specific portion of State Highway 64 in Smith County as the "Fire Marshal Jimmy W. Seaton Memorial Highway." The designated section runs between its intersection with State Highway Loop 323 and the western Smith County line. This designation is intended to honor the legacy of Fire Marshal Jimmy W. Seaton and is established in addition to any other existing designations for the highway.

The bill also mandates the Texas Department of Transportation to design and construct markers that indicate this new designation, as well as to erect a marker at each end of the highway and at appropriate intermediate sites along the route. The provisions of this act are set to take effect on September 1, 2025, and it includes a directive for the 89th Legislature to renumber the provisions added by this act to avoid any duplication in designations.
