No. 2497, introduced by Zaffirini and Guillen, amends the Health and Safety Code by adding Section 341.0365, which mandates that certain public drinking water supply systems install treatment systems if specific conditions are met. This applies to systems serving fewer than 100 connections that source their water from underground. The commission may require these systems to implement a treatment solution, such as a filtration system, if they have repeatedly exceeded contaminant levels, received multiple substantiated water quality complaints, and can do so at a reasonable cost.
The bill outlines three criteria that must be satisfied for the commission to enforce the installation of a treatment system: the public water system must have a history of exceeding maximum contaminant levels, must have received more than one relevant water quality complaint in the past year, and must be able to install the treatment system affordably. The provisions of this act will take effect on September 1, 2025.
