The bill, S.B. No. 2385, aims to regulate the overnight parking of commercial motor vehicles in or near certain residential subdivisions in Texas. It amends Section 545.307(a)(2) of the Transportation Code to redefine what constitutes a "residential subdivision." The new definition specifies that a residential subdivision is one located in a county with a population greater than 220,000 or in a county with a population less than 75,000 that is adjacent to three counties with populations exceeding 450,000. Additionally, the subdivision must have a recorded plat in the county real property records and the majority of its lots must be subject to deed restrictions limiting their use to residential purposes.

The bill also makes some deletions in the existing language, specifically removing the previous designation of subdivisions and replacing it with the new criteria. This legislation is set to take effect on September 1, 2025.
