H.B. No. 4702 amends the Education Code to require public institutions of higher education in Texas to consider standardized test scores as a factor in nonautomatic admissions decisions for undergraduate students. The bill specifies that, in addition to academic achievements, institutions must evaluate applicants based on their performance on standardized tests appropriate for undergraduate admissions, as well as various socioeconomic indicators. These indicators include the applicant's academic record, socioeconomic background, first-generation college status, bilingual proficiency, and other relevant factors. The previous language regarding the consideration of demographic trends has been removed.
Furthermore, the bill introduces similar requirements for graduate and professional programs, mandating that standardized test scores be considered in admissions decisions, but not as the sole or primary criterion. Institutions must also compare applicants' test scores with those of peers from similar socioeconomic backgrounds. The changes will take effect starting with admissions for the fall semester of 2026, while prior admissions will follow the existing law. The act will become effective immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
