House Concurrent Resolution No. 110, introduced by Metcalf, honors the legacy of Justin Dart Jr., a pivotal figure in the movement for disability rights in the United States. Born in 1930 and affected by polio, Dart transformed his personal challenges into a lifelong commitment to empower individuals with disabilities. His significant contributions include serving as the inaugural chair of the Governor's Committee on People with Disabilities in Texas and as vice chair of the National Council on Disabilities, where he played a crucial role in drafting the Americans with Disabilities Act (ADA). Dart's activism and advocacy were instrumental in ending discrimination against people with disabilities, culminating in the signing of the ADA by President George H. W. Bush in 1990.

In recognition of his impactful work, the resolution proposes naming the new transit amenity center located at 207 W. 14th Street in the Capitol Complex the "Lead On! Transit Amenity," reflecting Dart's rallying cry and his status as one of the fathers of the ADA. The resolution directs the Texas Facilities Commission to implement this naming and requests that an official copy be forwarded to the commission's chair and executive director.
