The bill, H.B. No. 4684, mandates that employees and volunteers of school districts, private schools, and open-enrollment charter schools receive instruction in cardiopulmonary resuscitation (CPR) and the use of automated external defibrillators (AEDs). Specifically, it amends Sections 22.902(c) and (e) of the Education Code to require that certain school personnel, including nurses, athletic coaches, and physical education instructors, obtain and maintain certification in CPR and AED use from recognized organizations such as the American Heart Association or the American Red Cross. Additionally, the bill expands the requirement for instruction to include open-enrollment charter schools and establishes that these institutions must adopt a policy to provide this training to their employees and volunteers.
The bill also removes previous stipulations that limited the requirement for private schools to those receiving funding or AEDs from the agency. The new provisions will take effect starting with the 2025-2026 school year, and the bill can be enacted immediately if it receives a two-thirds majority vote in both houses of the legislature; otherwise, it will take effect on September 1, 2025.
