S.B. No. 2367 amends the Local Government Code to expand the authority of certain counties in Texas to enact park use rules. Specifically, it applies to counties with populations of 2.8 million or more, those with 800,000 or more that are adjacent to a county with a population of 2.8 million, counties with populations between 550,000 and 620,000, and newly includes counties with populations of less than 75,000 that are adjacent to three counties with populations exceeding 450,000. The bill also specifies that boards created for counties described by the new subsections may not adopt rules relating to the use of fireworks.

The bill is set to take effect on September 1, 2025, following its passage in both the Senate and the House. The Senate approved the bill with a unanimous vote of 31-0, while the House passed it with a vote of 119-22, with two members present but not voting.
