H.B. No. 4449 amends the Alcoholic Beverage Code to address the sale of alcoholic beverages in areas annexed by certain municipalities. Specifically, it adds a new section, 251.728, which applies to municipalities that are wholly located in a county containing parts of U.S. Highways 60 and 87 and have a population exceeding 12,000. Under this new provision, any area annexed to such a municipality will automatically adopt the wet or dry status of that municipality, regardless of previous local option elections.
Additionally, the bill modifies Section 251.72 by including references to the new section and clarifying that authorized voting units retain their status until changed by a subsequent local option election. The changes made by this Act will apply to areas annexed before, on, or after its effective date of September 1, 2025.
