H.B. No. 146 introduces new regulations regarding traffic changes near the State Capitol in Texas. The bill amends Chapter 443 of the Government Code by adding Section 443.0073, which defines a "covered segment" as the portion of Congress Avenue between its intersection with the Congress Avenue Bridge and 11th Street. It also defines a "special event" as any event with 50 or more attendees that requires temporary closure of either a covered segment or an adjacent public highway, street, or alley.
Under this new section, municipalities are prohibited from making certain traffic changes to the covered segment without the approval of at least four members of the State Preservation Board. Specifically, they cannot permanently reduce the number of traffic lanes or close any lane for more than 14 consecutive days, except for special events, construction projects, or traffic control plans related to construction. The bill is set to take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
