The bill establishes the Texas 2036 Bicentennial Commission, which is tasked with coordinating celebrations for the bicentennial anniversary of Texas' independence. The commission will consist of 23 members, including nine public members appointed by the governor, three senators appointed by the lieutenant governor, three representatives appointed by the speaker of the house, and several ex officio members from various state agencies. The public members must represent the diverse geographic regions and population groups of Texas. The commission will meet at least quarterly, and its members will serve staggered six-year terms.

The commission is empowered to encourage and assist in organizing bicentennial activities, gather and disseminate information, develop standards for events, and invite dignitaries to participate. It may also solicit donations and grants to support its activities and is required to file a report on the economic impact of the bicentennial celebrations by September 1, 2037. The commission will be abolished on the same date, marking the end of its functions. Initial appointments to the commission are to be made by December 1, 2025, with specific term expirations set for the appointed members.
