House Bill No. 4234 mandates that postsecondary transcripts from general academic teaching institutions in Texas include the average or median grade awarded in each class taken by a student. Specifically, the bill requires that for each class, institutions must display either the average grade for all students or, in cases where letter grades are assigned, the median grade. This information must be placed immediately next to the student's individual grade on the transcript. However, the requirement does not apply to classes offered on a pass-fail basis, independent study credits, or classes with ten or fewer students.

The Texas Higher Education Coordinating Board is tasked with adopting rules to implement this new requirement, which is set to take effect starting with the fall semester of 2025. The bill also includes provisions for the Coordinating Board to adopt initial rules as emergency rules if necessary. The act will take effect immediately upon receiving a two-thirds vote from both houses of the legislature; otherwise, it will become effective on September 1, 2025.
