The bill, H.B. No. 4153, amends Section 15.008 of the Water Code to clarify the applicability of uniform grant and contract management standards to certain programs administered by the Texas Water Development Board. Specifically, it states that the provisions of Chapter 783 of the Government Code regarding uniform grant and contract management do not apply to contracts under Subchapters B, C, F, H, I, K, and R. The previous language that excluded contracts related to economically distressed areas or nonborder colonias under Subchapter C has been deleted.

The changes introduced by this bill will only apply to contracts entered into on or after its effective date of September 1, 2025. Contracts that are executed before this date will continue to be governed by the law that was in effect prior to the enactment of this bill.
