House Bill No. 4136 amends the Government Code to enhance the privacy protections for certain personal information of individuals associated with institutions of higher education in Texas. Specifically, the bill adds members of the governing boards of higher education institutions, as well as the chancellors and chief executive officers of university systems and institutions, to the list of individuals whose home addresses, phone numbers, emergency contact information, and social security numbers are exempt from public disclosure. The bill also includes provisions to protect the personal information of these individuals from being disclosed under the Texas Public Information Act.
In addition to the new insertions, the bill deletes the previous provision that included firefighters and emergency medical services personnel in the list of protected individuals. The changes made by this Act will only apply to requests for information received by governmental bodies on or after the effective date of September 1, 2025. This legislation aims to ensure the safety and privacy of key educational leaders in Texas by limiting public access to their personal information.
