No. 4099 amends the Occupations Code to allow physical therapists to treat patients without a referral for up to 30 consecutive calendar days, an increase from the previous limit of 10 business days. The bill also removes the provision that allowed for an exception under Subsection (a-2), which is now repealed. After the 30-day period, physical therapists are required to obtain a referral from a referring practitioner to continue treatment.

Additionally, the Texas Board of Physical Therapy Examiners is mandated to adopt necessary rules to implement these changes by December 1, 2025. The act is set to take effect on September 1, 2025, following its passage in both the House and Senate.
