H.B. No. 4093 proposes to amend the Education Code by adding Section 38.045, which mandates that public schools and open-enrollment charter schools provide information about eligibility requirements for certain public assistance programs to students and their parents upon enrollment. The specified programs include the medical assistance program, the child health plan program, and the supplemental nutrition assistance program. Schools are given the discretion to determine the format in which this information is provided.

Additionally, the bill requires the Health and Human Services Commission to create and distribute a model form for this information in both physical and electronic formats to assist schools in fulfilling this requirement. The provisions of this act will take effect starting with the 2025-2026 school year, and it will become effective immediately if it receives a two-thirds majority vote in both houses; otherwise, it will take effect on September 1, 2025.
