H.B. No. 4048 amends various sections of the Government Code and Human Resources Code to enhance compensation, leave, and physical fitness standards for employees of the Office of the Inspector General of the Texas Juvenile Justice Department. Notably, the bill includes the Texas Juvenile Justice Department in the definition of "law enforcement agency" and establishes that hazardous duty pay must be included in the compensation for individuals who have routine direct contact with youth in residential facilities or under supervision, as well as for specific roles within the Office of the Inspector General. Additionally, it mandates that peace officers commissioned under the relevant provisions are compensated according to Schedule C of the position classification salary schedule.

The bill also requires the classification officer in the state auditor's office to classify the position of commissioned peace officer employed by the Office of the Inspector General as a Schedule C position, effective from the state fiscal biennium beginning September 1, 2025, and this classification will expire on September 1, 2027. Furthermore, the amendments to the Government Code regarding peace officers apply only to injuries occurring on or after the effective date of the Act, which is set for September 1, 2025.
