H.B. No. 3986 designates a portion of U.S. Highway 83 within the municipal limits of Mission as the "Corporal Speedy Espericueta Memorial Highway." This new designation is added to existing highway designations and mandates the Texas Department of Transportation to design and construct markers that indicate this designation, as well as to erect a marker at each end of the highway and at appropriate intermediate sites along the route.

The bill includes a provision that the designation added by this Act will be renumbered to avoid any conflicts with existing designations. The Act is set to take effect on September 1, 2025, following its passage in both the House and Senate with overwhelming support.
