H.B. No. 3947 amends the Transportation Code to enhance transportation planning by metropolitan planning organizations (MPOs) in Texas. The bill introduces new requirements for MPOs to consider the transportation needs of individuals receiving services from the Health and Human Services Commission and the Texas Workforce Commission when developing transportation plans. This addition is specified in the newly inserted Subsection (d) of Section 201.9911.

Furthermore, the bill mandates that any MPO requesting financial assistance from the commission must provide evidence that local transportation providers have taken into account the needs of the aforementioned individuals, as outlined in the new Subsection (c-1) of Section 201.9991. This includes the possibility of adjusting fixed routes to better serve these individuals. The provisions of this act are set to take effect on September 1, 2025.
