The bill amends Section 545.307 of the Transportation Code to regulate the parking of commercial motor vehicles in or near residential subdivisions. It removes the restriction on parking during specific overnight hours and instead prohibits parking at all times on streets maintained by a county or municipality within residential subdivisions or within 1,000 feet of certain properties, including residences, schools, places of worship, parks, and retail areas. The bill also introduces a provision allowing for the temporary parking of commercial vehicles for up to two hours under specific conditions, such as the operator being present in the vehicle or the vehicle being involved in transportation or work related to the subdivision.

Additionally, the bill mandates that counties or municipalities must post signs prohibiting the parking of commercial motor vehicles in these areas, with the signs needing to be clearly visible at entrances to the subdivision. It also allows for the towing of vehicles parked in violation of the new regulations. The changes aim to enhance the management of commercial vehicle parking in residential areas while providing specific allowances for necessary short-term parking. The act is set to take effect on September 1, 2025.
