S.B. No. 24 amends the Texas Education Code to include an understanding of communist regimes and ideologies as part of the essential knowledge and skills for the social studies curriculum for public school students in grades 4 through 12. The bill mandates the State Board of Education to adopt age-appropriate instructional content that covers various aspects of communism, including its history, tactics, significant historical events and atrocities, and the oppression experienced by individuals under such regimes. Specific topics outlined in the bill include the Cultural Revolution, the Holodomor, and the Cambodian genocide, as well as a comparative analysis of communist ideologies versus the founding principles of the United States.

Additionally, the bill requires the State Board of Education to establish standards for this instruction, seek input from victims of communism, and may utilize existing educational materials that meet the new standards. The implementation of these changes is set to begin with the 2026-2027 school year, and the State Board is tasked with reviewing and revising the curriculum by July 31, 2026. The act will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
