S.B. No. 1946 establishes the Family Violence Criminal Homicide Prevention Task Force within the criminal justice division of the Texas Government Code. The task force is tasked with analyzing risk factors leading to family violence criminal homicide, advising state agencies and organizations on training for professionals interacting with survivors, and collecting and disseminating information regarding family violence offenses and services for survivors. The task force will be composed of various members appointed by the governor, including representatives from family violence centers, legal service organizations, state agencies, and survivors of family violence. The governor or their designee will serve as the presiding officer, and the task force is required to submit a report of findings and recommendations by December 1, 2026.
The bill also specifies that the task force is not subject to Chapter 2110 of the Government Code, which typically governs the operation of state advisory committees. Members who are not state employees are entitled to a per diem and reimbursement for expenses incurred while performing their duties. The task force is set to be abolished on January 1, 2028, and the act will take effect on September 1, 2025.
