S.B. No. 1931 is a legislative act that designates a portion of Business U.S. Highway 83-S in Hidalgo County as the SP4 Rodolfo Valdez Memorial Highway. The new section added to the Transportation Code, Section 225.243, specifies that the designated highway segment lies between its western and eastern intersections with the U.S. Highway 83 relief route around La Joya. This designation is intended to be in addition to any other existing designations for the highway.

The bill mandates the Texas Department of Transportation to design and construct markers that indicate the highway's new designation and to erect these markers at both ends of the highway as well as at appropriate intermediate sites.
