Additionally, the bill introduces provisions that stipulate if a state agency fails to complete a rule review by the required date, the rule will automatically expire and be deemed void. It also allows individuals who may be harmed by the enforcement of an expired rule to file a civil action for a declaratory judgment and injunctive relief, with the possibility of recovering costs and attorney's fees if they prevail. The bill is set to take effect on September 1, 2025.
