House Bill No. 3802 establishes the Governor's Task Force on the Governance of Early Childhood Education and Care in Texas, as outlined in the newly added Chapter 455 of the Government Code. The task force is created to address governance and operational challenges within the early childhood education system and is administratively attached to the Texas Education Agency. It will consist of a steering committee that includes key officials from the Health and Human Services Commission, Texas Education Agency, and Texas Workforce Commission, as well as representatives from the Texas Head Start State Collaboration Office and the Department of State Health Services, among others.
The task force is tasked with examining the current challenges in early childhood education, conducting a comprehensive review of existing functions related to early childhood care, and assessing the need for redesigning program administration to enhance service delivery and funding efficiency. It is required to submit policy and budget recommendations to the legislature by December 1, 2026, aimed at improving governance and increasing affordable childcare capacity. The task force will be dissolved, and the chapter will expire on September 1, 2027.
