Senate Bill No. 1898 aims to regulate the discharge and use of certain firefighting foams containing perfluoroalkyl and polyfluoroalkyl chemicals during testing and training scenarios. The bill introduces a new section to the Health and Safety Code, specifically Section 501.027, which prohibits the use of Class B firefighting foams with these chemicals for firefighter training or testing unless specific conditions are met. These conditions include compliance with applicable laws or standards and the use of a designated testing facility that has implemented proper containment and disposal measures to prevent environmental release.

Additionally, the bill mandates that non-fluorinated firefighting training foams or other non-fluorinated surrogates must be used during firefighter training. It also clarifies that the legislation does not restrict the manufacture, sale, or distribution of firefighting foams containing these chemicals for emergency operations. The provisions of this act are set to take effect on September 1, 2025.
