H.B. No. 3669 amends the definition of "firearm" in Section 46.01(3) of the Texas Penal Code. The bill clarifies that the term "firearm" does not include certain devices, specifically: (A) firearms that may have a folding knife blade or other characteristics of illegal weapons, provided they are either (i) antique or curio firearms manufactured before 1899, or (ii) replicas of such firearms that do not use rim fire or center fire ammunition; and (B) stun guns as defined by Section 38.14.

The changes made by this Act will only apply to offenses committed on or after its effective date of September 1, 2025. Any offenses committed prior to this date will be governed by the law in effect at the time of the offense, ensuring that the previous legal definitions remain applicable for those cases.
