H.B. No. 3627 amends the Education Code by adding Section 7.1051, which grants the chair of the State Board of Education the authority to employ personnel to assist in fulfilling the board's duties. The chair is empowered to prescribe the duties of these personnel, determine their compensation using legislative funds, and make decisions regarding their promotion, termination, or other employment actions. Additionally, individuals employed under this section will be eligible for membership in the Employees Retirement System of Texas, participate in the group benefits program, and be entitled to reimbursement for necessary expenses incurred while performing their official duties.

The bill also mandates that the agency provide necessary administrative support, including human resources, budgetary, accounting, purchasing, payroll, information technology, and legal services, to facilitate the implementation of this section. The act is set to take effect on September 1, 2025.
