H.B. No. 3566 amends the Occupations Code to modify the frequency of meetings for county bail bond boards. Specifically, it updates Section 1704.055 by amending Subsection (b) and adding Subsection (d). The amendment stipulates that boards must meet at least once a month, except for counties with a population of less than 1.3 million that contain a municipality with a population of 750,000 or more. For these specific counties, the boards are required to meet at least six times a year during designated months and at other times as called by the presiding officer.

Additionally, the bill amends Section 1704.162(h) to ensure that if a board tables a license holder's application for renewal or fails to act on it, the applicant's current license remains valid until the next board meeting. This provision applies only to renewal applications submitted after the effective date of the Act, which is set for July 1, 2025, contingent upon receiving a two-thirds vote from both houses of the legislature. If the necessary vote is not achieved, the Act will take effect on September 1, 2025.
