H.B. No. 3566 amends the Occupations Code to modify the meeting frequency requirements for county bail bond boards. Specifically, it updates Section 1704.055 by allowing boards in counties with populations under 1.3 million that contain a municipality with a population of 750,000 or more to meet at least six times a year during designated months (January, March, May, July, September, and November) instead of the previous requirement of meeting at least once a month. Additionally, the bill clarifies that these boards can still convene at other times as called by the presiding officer.

The bill also amends Section 1704.162(h) to ensure that if a board tables a license holder's application for renewal or fails to act on it, the applicant's current license remains valid until the next board meeting. This provision applies only to renewal applications submitted after the effective date of the Act, which is set for July 1, 2025, contingent upon receiving a two-thirds vote from both houses of the legislature. If the necessary vote is not achieved, the Act will take effect on September 1, 2025.
