H.B. No. 27 amends the Education Code to enhance the curriculum requirements for high school students in Texas public schools by incorporating a personal financial literacy course. The bill modifies Section 28.025 by removing the previous requirement for students to complete a course in economics or personal financial literacy and instead mandates that students complete one credit in economics, world geography, or world history, along with a half credit in personal financial literacy. Additionally, the State Board of Education is required to develop a list of publicly available curricula for personal financial literacy courses and to allow students to fulfill the personal financial literacy requirement through an advanced placement course deemed equivalent in academic rigor.

The bill also repeals Section 28.025(b-22) and specifies that the new curriculum requirements will apply only to students entering the ninth grade during the 2026-2027 school year or later. For students entering grades above ninth during that school year, the previous curriculum requirements will remain in effect. The act is set to take effect either immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if such a vote is not achieved.
