H.B. No. 3492 amends the Family Code to establish new training requirements for individuals involved in the care of children under the conservatorship of the Department of Family and Protective Services. The bill mandates that foster parents, adoptive parents, kinship caregivers, department caseworkers, supervisors, and personnel at relevant agencies complete an annual online training course. This course, lasting eight hours, will focus on nurturing emotional health and supporting the emotional well-being of children, covering topics such as attachment issues, trauma-informed care, and emotional expression.
Additionally, the bill stipulates that in regions where a single source continuum contractor is responsible for providing foster care or case management services, the contractor must implement the training outlined in the new provisions. Importantly, the training must be available in both Spanish and English to ensure accessibility for all caregivers. The provisions of this act are set to take effect on September 1, 2025.
