Specifically, any property governed by these agreements, located within 30 miles of the border municipality, will be considered within the state for the purposes of accessing various forms of financial assistance, including grants and loans. The act is set to take effect on July 1, 2025, contingent upon receiving a two-thirds vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
