H.B. No. 3484 amends the Government Code to facilitate agreements between border municipalities in Texas. The bill introduces new provisions that allow such agreements to be formalized through reciprocal ordinances or similar language enacted by each municipality. Additionally, it permits municipalities to extend the provisions of the chapter to agreements that were established prior to the enactment of this legislation through a joint resolution.
Furthermore, the bill establishes eligibility criteria for funding and financing methods for facilities, services, infrastructure, or other real property created or governed by these agreements. Specifically, any such property located within the adjoining municipality and no more than thirty miles from the border municipality will be considered within the state for funding eligibility under Texas law. This includes access to grants, loans, bonds, and other financial assistance for municipal or intergovernmental projects. The act is set to take effect on July 1, 2025, contingent upon receiving a two-thirds vote from both houses, or on September 1, 2025, if that vote is not achieved.
