H.B. No. 3485 aims to enhance the availability and training related to automated external defibrillators (AEDs) and cardiac emergency response plans in public and certain private schools in Texas. The bill amends the Education Code to require that school nurses, athletic coaches, and other specified personnel receive certification in AED use from recognized organizations. It also mandates that each school district provide an adequate number of AEDs on campus, ensuring they are accessible within three minutes during emergencies, particularly during athletic events. The placement of these AEDs must follow guidelines from the American Heart Association or similar organizations.

Additionally, the bill requires each school district and private school to develop and implement a comprehensive cardiac emergency response plan, which includes collaboration with local emergency services and adherence to evidence-based practices. The plan must outline the establishment of a cardiac emergency response team, activation procedures, ongoing training, and annual drills. Private schools are only required to create such a plan if they receive an AED from the state or funding for one. The commissioner is tasked with establishing a grant program to support the implementation of these plans, prioritizing schools with a high percentage of educationally disadvantaged students. Schools must comply with these requirements by the start of the 2027-2028 school year.
