S.B. No. 1706 amends the Government Code by adding Section 551.092, which grants the governing board of certain state governmental bodies the authority to conduct closed meetings to deliberate on issues related to defense, military, or aerospace matters. The bill defines "defense, military, or aerospace issue" to include the establishment of offices, bases, or major facilities in Texas by the U.S. Department of Defense or NASA, as well as economic incentives that a governmental body may offer to private entities or nonprofit organizations in relation to grants or strategic endeavors set by these federal agencies.
The bill specifies that the governing board of a governmental body described in Section 551.001(3)(A) is permitted to hold closed meetings for these purposes. The act will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
